PM Modi to Inaugurate Pachpadra Refinery-Cum-Petrochemical Complex in Rajasthan
India’s first greenfield integrated refinery at Pachpadra aims to boost energy security, industrial growth, and employment
Prime Minister Narendra Modi is scheduled to inaugurate a major refinery-cum-petrochemical complex in Pachpadra, located in Rajasthan’s Balotra region, on April 21. The project, described as India’s first greenfield integrated refinery of its kind, marks a significant addition to the country’s energy and manufacturing infrastructure.
The Prime Minister’s Office said the inauguration will take place around 11:30 am, followed by a public address.
Key Project Highlights
The Pachpadra refinery-cum-petrochemical complex has been developed as a joint venture between Hindustan Petroleum Corporation Limited and the Government of Rajasthan. The project has been built with an investment exceeding ₹79,450 crore.
The facility has a refining capacity of 9 million metric tonnes per annum (MMTPA). It also includes an integrated petrochemical unit with a production capacity of 2.4 MMTPA. Officials noted that the complex has a Nelson Complexity Index of 17.0—a measure used globally to indicate the sophistication and flexibility of a refinery—placing it among advanced facilities worldwide.
Petrochemical output is expected to account for more than 26 percent of the total production, aligning the project with global standards for integrated refining and petrochemical operations.
Official Statement
According to officials cited by the Prime Minister’s Office, the project is expected to play a key role in strengthening India’s energy security and reducing dependence on imports in the petrochemical sector. They added that the integrated design will help maximise value from crude oil by producing a range of downstream products.

A “greenfield” refinery refers to a facility built from scratch on previously undeveloped land, as opposed to expanding an existing plant. Integrated refinery-cum-petrochemical complexes are increasingly being developed worldwide to improve efficiency and profitability by combining fuel production with chemical manufacturing.
India has been expanding its refining and petrochemical capacity to meet rising domestic demand and to support industrial growth. Projects like Pachpadra are part of broader efforts to enhance self-reliance in energy and manufacturing.
