Uttar Pradesh Plans Weaver Clusters to Boost Design, Branding and Market Access
Uttar Pradesh Chief Minister Yogi Adityanath has directed officials to develop a cluster-based strategy for the state’s weaving industry, aiming to improve design capabilities, branding, and market access. The decision was taken during a review meeting of the Handloom Department in Lucknow on April 9.

Push for Integrated Weaver Clusters
The state government plans to identify key weaving hubs and develop them into organised clusters. Unlike traditional approaches focused mainly on production, the proposed model aims to create a complete value chain within each cluster.
Officials said the clusters will combine production, quality control, design development, branding, packaging, and marketing under a single framework. The initiative is intended to improve product competitiveness and expand access to domestic and export markets.

During the meeting, the Chief Minister said the weaving community plays a crucial role in the state’s economy and cultural heritage. He noted that improving income stability and working conditions for weavers remains a priority.
He emphasised that existing challenges—such as rising raw material costs, limited access to modern technology, and weak market linkages—require a coordinated and structured response rather than isolated interventions.
Strengthening Design and Market Linkages
The government has also proposed institutional support mechanisms, including the deployment of design and marketing professionals. These may include roles such as “Designer-cum-Marketing Executives” and collaborations with sourcing agencies and export houses.
Officials were asked to promote digital tools, including e-commerce platforms, to help weavers connect directly with consumers and expand their reach beyond local markets.
Context / Background
According to official data, around 1.99 lakh weavers are engaged in the sector in Uttar Pradesh, which ranks among the leading states in handloom production. The state is known for products such as carpets, rugs, mats, bedsheets, and furnishings.
India’s total handloom exports were valued at ₹1,178.93 crore in 2024–25, with Uttar Pradesh contributing approximately ₹109.40 crore, or about 9.27% of the total.
Addressing Cost Pressures
The meeting also focused on reducing operational costs for weavers, particularly those using powerlooms. The Chief Minister directed the Handloom Department and the state power utility to prepare a plan to lower electricity expenses.
Solar energy was highlighted as a potential long-term solution to reduce dependence on conventional power and improve cost efficiency.

If implemented effectively, the cluster-based approach could improve incomes and working conditions for thousands of weavers by enhancing product quality and market visibility.
Better branding and direct market access may also help artisans secure fair prices, while digital platforms could open new opportunities for small producers to reach wider audiences.
